Most “unlimited pop” mods don’t actually remove the limit entirely. Instead, they raise it to an astronomically high number—usually 1,000 or 10,000. For practical purposes, that’s unlimited.

For the older version, mods are usually found on third-party sites like ModDB or the HeavenGames forums. These often require you to manually replace .xml or .protox files in your game directory. While the mod is fun, it is not without drawbacks:
