A true "complete" FBNeo set usually contains roughly 3,500 to 4,000 ZIP files, totaling approximately 15GB to 18GB (compressed) or 25GB+ extracted.
Create a folder: C:\RetroArch\roms\fbneo\ (example).
Copy all .zip files from your non-merged set into that folder. Do not unzip them. FBNeo reads the ZIPs directly.
