Use JPEGsnoop – a free tool that analyzes JPG structure. It can often extract the raw image stream even if the file is named incorrectly.
JPG (or JPEG) is the ubiquitous lossy compression format for digital images. Traffic cameras use JPG for a simple reason: bandwidth efficiency. A raw image from a 4K traffic camera could be 10–20 MB. Compressing it to JPG reduces the file size to 100–200 KB while retaining enough detail to identify traffic jams, weather conditions, and accidents.
Why not PNG or RAW?
Traffic systems capture an image every 30 seconds to 5 minutes. Over 24 hours, storing PNG files would consume terabytes of storage. JPG provides the optimal balance between visual fidelity and storage economy.
