Navigate to Documents\GTA San Andreas User Files\gta_sa.set (delete it to reset) or edit the stream.ini in the game directory.
Create or modify stream.ini:

As of 2025, community developers have largely abandoned 32-bit optimizations. However, the "GTA:SA v1.3 Windows 7 32-bit" combination remains a golden configuration for retro LAN parties and low-end laptops (ThinkPad X200, Dell D630, etc.).
