As of 2025, there is no official, complete Import Tuner magazine PDF portable collection for sale. However, MotorTrend has resurrected some classic automotive print brands digitally. Fan demand is there. If you want an official archive, sign petitions, email MotorTrend support, and support any legitimate digital re-releases when they appear.
In the meantime, sharing scans for preservation (not profit) among small enthusiast groups occupies a moral grey zone but is widely practiced. If you own the physical media, digitizing it for personal use is unequivocally legal.
Some sellers offer USB drives labeled "Import Tuner Magazine PDF Portable – Complete 1998-2015". Be cautious: these are almost always unofficial scans. Check seller feedback. While not endorsed by the publisher, these represent the most "complete" portable collections.
Anchor Mag owned the back catalog. While they have not officially released a "PDF Portable" bundle, contacting support to request digital back issues sometimes yields a watermarked PDF for a fee ($4.99/issue).
