These RAP files contain the encryption keys necessary for the console to verify ownership of the content. If you install a PKG file without placing the corresponding RAP file in the correct directory (exdata), the console effectively treats the software as unauthorized. In many cases, this prevents the icon from populating the XMB entirely.

The Solution: Users must ensure that if a RAP file came with their PKG, it is placed on the internal hard drive in the /dev_hdd0/exdata/ folder. This is most easily done using a file manager within a custom firmware (CFW) environment or via a PC connection using tools like multiMAN or webMAN.
