2K Czech (formerly Illusion Softworks) never developed or released Mafia II for the PlayStation Portable. The PSP, while powerful for its time (released in 2004), simply did not have the hardware capabilities to run the Mafia II engine.
To put it in perspective:
Porting Mafia II to the PSP would have required cutting 95% of the game’s content, making it a completely different title. No such project ever existed.
