Microsoft Office Web Components (version 11.0, often referred to as "OWC11" or "110") was discontinued around 2007. It is:
OWC was originally part of Office 2003 and Office 2007 (as an optional install). The library (OWC11.DLL, OWC11AX.DLL) allowed web pages to embed spreadsheets, charts, and pivot tables via ActiveX.
Office Web Components are strictly 32-bit. This is the most common point of failure.
For organizations that relied on OWC11 to display spreadsheets and charts on SharePoint, Excel Services (in SharePoint Server) or Excel Online (in Microsoft 365) are the direct successors. They allow users to embed live, interactive Excel workbooks in modern browsers without requiring any client-side installation.
Microsoft previously provided a redistributable package called MSORKS.EXE (Microsoft Office 2003 Web Components Redistributable). This is the cleanest method.
Warning: Do NOT download from "dll-download-sites.com" or similar. Always scan any installer with Windows Defender and Malwarebytes.
You might encounter messages stating the component is not licensed for use. Originally, a valid Office 2003 license was required. On modern machines, you may need to add specific registry keys that indicate a design-time license exists. This is a complex registry hack often found in developer forums, as the standard licensing check is outdated.
