You’re trying to check out quickly with PayPal. You’ve done this a hundred times. But suddenly, you hit "Pay" and a red message stops you cold: Step 2: Call the number on the back of your card

No clear reason. No "insufficient funds." Just a vague instruction to go talk to your bank. Frustrating, right?
Don’t worry. This error sounds scary, but it’s usually a quick fix. Let’s break down exactly what it means and how to solve it. Step 3: Wait before retrying on PayPal
You might be tempted to ignore the message and just click “Pay” again. Here is why that is a terrible idea:
The message says “before retrying this card” for a reason. PayPal’s system has already flagged that a simple retry will fail. Doing it “better” means investigating first.
Sometimes when adding a new card, PayPal makes a small temporary charge (like $1.00) to verify the card. If that verification fails — even hours or days earlier — the card goes into a “do not use” state until you check with the bank.
Sometimes clearing the card and re-adding it resets PayPal’s internal status. Go to Wallet → select the card → Remove → then Add New Card.
Note: This will trigger another $0.00–$1.00 verification charge from PayPal. Make sure your bank won’t block that first.
