No official PS3 emulator (RPCS3, ESX, or others) has ever released a “BIOS” file with version 1.9.4. RPCS3’s last notable version updates are in the 0.0.x range (e.g., 0.0.30). The versioning “V1.9.4” is arbitrary and designed to look legitimate.

Cause: The 51.73 KB file is incomplete.
