Windows 7 automatically mounts every volume it detects. Sometimes this causes a sharing violation. Disable automount temporarily.
mountvol -N
To re-enable automount later (recommended): mountvol -E
Windows 7’s generic USB driver (usbstor.sys) can become corrupted.

If the issue persists, try formatting the USB drive through Windows.
The error message "Access to device denied" essentially means the operating system has forbidden Rufus from sending low-level write commands to the USB drive.
Policies can deny removable disk write access.
Right-click Rufus.exe → Run as administrator. Rufus needs elevated privileges to access raw device sectors. If this fixes it, consider creating a shortcut that always runs as admin:
